How do new users ask a ROM developer a question - AT&T, Rogers, Bell, Telus Samsung Galaxy S III

I just installed RebelROM for my HTC One X, I haven't posted before but have a question for the developer of the ROM so how do I ask a question?

First off, Welcome to XDA! I'm new here too but from what I have seen here are some tips:
Make sure your in the proper sub forum for your device. This is the GS3 sub-forum. The HTC One X sub-forum can be found here: http://forum.xda-developers.com/forumdisplay.php?f=1533
If you have question, search for a Q&A thread for the ROM you flashed in the QA section. If you are sure one doesn't exist, consider creating one and PMing the ROM Developer so that he is aware.
Once you have > 10 posts you are free to post in Development threads but this is strictly to report bugs that haven't already been reported. It's a good idea to search extensively to ensure the bug isn't a known issue.

[Q] Contributing to the G2 and Desire Z Android Development forum

I have been reading a lot of what has been posted, and have some observations to note regarding ROM behavior and want to share this information. However, the G2 and Desire Z Android Development forum is locked to new participants, such as myself. Where is the best spot to post information that the G2 and Desire Z Android Development participants will see?
My configuration is T-Mobile G2, CM7.0.3, with 04.30 radio.
All you need is 10 posts, and then you can post to the Development section.
Posts about ROM behavior can go in the General section, I think that's pretty appropriate. Or the Q&A section, if its a question. If your post is about a specific custom ROM, then that's best posted to the thread for that particular ROM in Devleopment. But if you don't have privilege, General and Q&A are okay too.

I have the same problem, just need to get to 10 post then you can ask in Dev forum. Just make sure you read and search before asking question others already asked and have answered.

Question, you say dev related questions here. My previous comments were not dev related. Why would they go here? Shouldn't dev related questions go to the dev section? Or, are simply trying to move all gossip, rumors and other wish me conversations to a mega thread, until release brings more topical threads? If so, then remove your mention of dev, especially in the general section.

All dev "discussions" go in General.. actual development goes in the dev section.
Discussing the OEM ROMs, I've just posted in the DEV section about how to get the OEM ROMs and flash them to your 900. This will help if somebody has bricked their phone, or you just want to go back to Original Shipped Status. I have flashed my 900 twice, and it worked perfectly. I have not tried to flash a bricked phone yet, but the software claims it can do so.

Can we please keep this forum tidy? There are lots of people who like to have stock ROM phones. So many posts regarding non-standard ROM issues get posted in the General sub-forum it becomes tiresome.
So:
If it's a non-stock ROM issue, put your query in the Android Development sub-forum.
If your phone is stock ROM, the General sub-forum (here) is the place to post.

But, but, but, but people with less than 10 posts can't post there, so it becomes their right to clutter the other sections in any way they like, because they're new and innocent and sweet and cuddly and don't know what a search button is...

That's not how it works. This is a developers forum; posts about development go in the development subforum, any other posts (queries, discussions, tips, tricks, etc, regardless of the software you're running) go here in the general subforum.
From the 'Mandatory rules for development' sticky in the development subforum:

I agree 100% with hopscotchjunkie.
This forum is supposed to be the "untidy" forum, with all questions/queries etc. posted about the phone, stock ROM or not.
Android Development should only contain three types of threads, [DEV], [ROM], [TUT], or other threads that further the development on the platform (i.e. new kernels or whatever).

You post a question about a dual core snapdragon phone in the dev section of the Tegra 3 One X forum and can only wait 10 minutes before bumping it?
Not often I think somebody should be banned on their first go, but seriously, go read the forum rules and work out what phone you have and get some patience.

Your question is already answered in our forums, you will get the answer by simply reading any first post of the custom roms published here. They do provide with information about compatibility and requirements.

All threads like this get closed due to the fact that so many cause arguments between members.
This happens as different members will prefer a certain ROM while other members will prefer another. As we all have different preferences as to what we like in a ROM, this is a question which no one else can truly answer on your behalf.
To find out which ROM is most suitable for you, simply test them out for yourself. That way, you will be able to know which you prefer and may even find that you like a ROM which you didn't expect.
Also, before making any threads in future, please post them in the correct section (after searching for your answer first).
