WIFI keeps turning on. - Sprint Samsung Galaxy S III

I'm on the FreeGS ROM with the Ktoons kernel, and my WIFI keeps turning on by itself. I have no radio controlling apps installed, anyone have an idea why this would be happening?

As stated above, it's probably the Connections Optimizer (Settings > More settings > Mobile networks > Connections optimizer)
There is also an option to enable WiFi at set times as well as scan for open networks, which might be aiding this problem and can be disabled:
Settings > Wi-Fi > Menu button > Advanced > [ ] Network notification & [off] Wi-Fi timer.

[Q] Weak wifi battery drain

I've noticed that if I leave my phone in an room that has a weak wifi signal, my current use is always around -100mA a minute whereas when I have a strong signal it is only -6mA. I have tried multiple 2.3 roms and they all have the same behaviour (haven't had time to try 2.2). Is there any way to just drop the connection when it's weak? I've noticed it happen by itself sometimes but it stays with the weak connection for long enough to cause significant battery drain. I tried looking in tasker but there is no wifi strength variable
On [ROM-AOSP GRH78C] Oxygen v2.0-RC7:
Settings > wireless connections > wifi settings > wifi policy set to "go to sleep when device sleep"
And you are done _ only 14% drain on wifi with poor signal after 10 hours powered on. Hope it helps you

[Fix] WiFi "Turned off" error when 3G on

I've been struggling to solve this problem for a week. Sometimes WiFi and 3G stay connected like below (see the notification bar)

Or sometimes I can't connect to WiFi when I have 3G enabled. It was saying my wireless SSID is "Turned off" like below

I was really mad about this But luckily I found the solution. I'm posting here the fix for others who have the same problem.
Galax S4 on VZW.
Turned off wifi and mobile
Turned on Airplane mode.
Rebooted
Disabled Airplane mode
Turned on mobile data then wifi.
Booya! 4G icon is gone.

Wifi "disabled"

Okay so I've never had a single problem with wifi before on the g3. But yesterday I flashed twrp in order to prepare for the updated 10m. That is the only change I made. Since then it seems that wifi keeps going "disabled"

So I took this screenshot and then decided to remove some old chromecast networks and take a new screenshot that was cleaner and now it's no longer disabled.
Now if I set down my phone for 5 minutes I'll lose connection again and when I pick it up it will say disabled. I have to toggle wifi on off, airplane mode, or restart to get the wifi to actually pick up signal after it going disabled. Even after the second screen shot where it shows its connected I actually had 0 wifi bars and it won't get any until I restart.
What's going on?
I am testing on an LG G3 and am having the same issue. I really could use an answer to this ss i have to frequently test connecting to wireless cards and the phone keeps listing them as disabled exactly like Derekwolfee described.

Inactive/greyed out power saving modes

Today I have noticed that Quick Settings the "Power Saver" tile is greyed out (not active), I went to check it in the "Power" section of the settings and I found out that "Power Saver" as well as the "Extreme power saving mode" are inactive there (greyed out), too. See the screenshots below, pleas.
I have the latest software on my device (3.28.401.6), rooted, S-OFF, Xposed Framework installed! I did try to deactivate the Xposed Framework to see if maybe one of the modules is causing this, but no, it wasn't !
I am using my quick setting (tiles in a drop down menu) every day and I noticed this problem just today.
Can someone help me with this ?

AFAIK, this is normal ONLY if you have "High Performance Mode" turned on in Developer options. Double check that, if you please. Otherwise, the problem is perhaps with your ROM.

The pop-up indicates that the device is not in the range of the known WiFi or the WiFi connection is weak. This is called WiFi-ScanTrigger.so. The only way to disable this pop up is to edit the WiFi-ScanTrigger.so file from the /system and /data directories, making the value 1xxx93 from 1.xxxxx originally.
Prerequisites:
1) Rooted Device
2) Android Studio installed on your computer.
Well that's unfortunate. Thanks for the quick and detailed reply. So far I don't have any plans to root. I suppose I'll just have to live with it.
