i downloaded ROM from htc Asia site and have one question. I read in some article that it will lock you pda after flashing. Is that true? Btw i am using htc 3600 which was bought in middle east.

You can't install a different RUU.

I have a HTC One X (cid: HTC_102), so, is the european version, but the rom don't have the portuguese language. I would like to know, what is the Official RUU rom for my device with portuguese language.
