They didn't when it was first released.
The ATT and Verison variants were updated about 2 months ago and that update locked the bootloader.
T Mobile never released that update. So the T Mobile version remains unlocked.
That's a big plus in my opinion, even if people are upset that the T Mobile version never got the updated with the apps2sd function. That was the update that locked the bootloader.
There is a new update coming to T Mobile sometime in the near future (probably) and it's unknown at this time if that update will lock the bootloader on teh T Mobile version as well.

How do i unlock AT&T s3 4.1.2?

Hey I just updated my s3 to the latest firmware and baseband because I thought ROMs wouldn't run right if I didn't, and before I did this I had network unlocked my phone on 4.1.1 stock android. Apparently now it doesn't work and I need to have this phone unlocked for T-Mobile. Is there anyway to unlock this phone?

Cheap on eBay. $3. His feedback seems pretty good as well. Check other sellers on Ebay as well.

Which method did u use? Supposed to be a permanent unlock depending on how u originally did it...
Never pay... Just revert back to 4.1.1 stock rooted and unlock, then update.

Getting T-mobile s4 to work on Att.?

So I am looking at purchasing a T-mobile s4 from a friend of mine and I was curious if after I sim unlock the phone is the phone itself compatible with Att I understand T-mobile started using Att bands just wanted to make sure before I bought the phone.

Yes, it will work.
You're actually better off getting the T-Mobile S4 as the new batch of AT&T S4s have their bootloader locked and can only achieve root, no custom recovery or ROMs.

How would i unlock the bootloader on 4.3

I have a Verizon note 2 i605 running VRUEMJ9 I would like to unlock the bootloader to flash roms or install a 2nd bootloader. I am rooted. I'm curious how I would do this I've searched around and have found nothing. Also I was wondering since 4.4 kitkat is coming out how would I upgrade if my phone is not activated. Thanks in advance

This subject is posted all over the place, you can not unlock the bootloader right now, it is just not possible. We are all hoping for it, but we don't have any choice but to wait. Safestrap is not compatible with the phone either right now. I'm not sure about the non-activated update, but I don't see why it wouldn't work like normal.

So I would just update via WiFi then

Did you remote unlock your Edge, is it still unlocked after 5.1.1 update ?

As titles states, i wonder if the phone will relock after this update or remain unlocked
Great Question...
Still unlocked on one of my test gs6 edges
It shouldn't affect the sim unlock. Flash away
System updates do not touch efs partitions..only in really really rare cases
