You can build it yourself or install xhalofloatingwindow+floating notifications with xposed.
Not sure what the delay is for getting it added to the Play Store but here is the apk:

I've been using it for several hours and also installed it on my wife's phone. Weird its not working for you guys.
Download gave me a link to crackberry home page ...then I searched for the actual messenger and can't initialize it....let alone find it ...

I'm not 100% sure if Xposed is compatible with KitKat yet. I could be wrong though. I haven't used it since 4.3.

Miui6 would be pretty cool, but unless you are really good at building roms I wouldnt try it, you might be able to make it work, but porting over all of the note4 features(multiwindow, s pen, ect.) would be a *****.
