the htc desire 816 or any other htc running kitkat doesnt have a 3g calling feature .
all i want to do is 3g calling using my cellular network provider. and not over wifi or data .
any alternate solution is appreciated

Is the phone SIM unlocked?
Can you make a call or send SMS, or you can't connect at all (voice and data)?
might just be a bsnl problem you do know that bsnl sucks right, try another sim card from some other gsm network also set your phone to 2g only mode and see if it catches a signal as a last resort factory reset your phone.
I am using a HTC desire GSM.
I've a problem with my signal strength in my country with my provider (Orange in Israel), so I need to put my Desire to use only GSM.. (I keep loosing signal while on WCDMA preferred)
But, if I configure my desire to use GSM only, I cannot connect to the Mobile Network Internet using 3g, but 2g only:-( and it's so slow..
Do I have any solution instead of configuring the desire back to WCDMA preferred when I need my Internet connection, and configuring it back to GSM only when I need the phone?

Quite sure the m9 is volte compatible. Have you tried the jio connect app?.
Conditions are needed for volte. You and the call recipient must both have a 4g signal, on a 4g network and must both be on the same carrier. X network volte isn't yet possible due to the fallback protocol and unreliable coverage of 4g.
Your data plan will also take a battering so make sure you have plenty of data allocated to your account
