Though I have not tried it, when I connect the USB cable I go to Mobile Network Sharing and I see the option for internet passthrough.

Is it possible to re-enable this option?

If it is disabled by your carrier then a custom ROM should give you the option back

There is a way to use your computer's internet on your phone via USB, (Google for reverse tether) but it doesn't work for play store downloads unfortunately. But if you have the apk files on the computer you can install via adb...

Provided you have the new APK it is possible using Droid Explorer.
If what you want to do is not use WiFi or your 3G, you could use the PC Internet while connected thru USB, this last option is not available for all phones tho.
If you only need internet connection from computer then try connectify for sharing your PC's connection wirelessly.
Search android reverse tether... it very easy!

ReverseTethering allows you to share your computer's Internet connection with your Android device via a USB cable.

I've tried ClockworkMod Tether and Reverse Tethering NoRoot Free. It works but you have to buy it to get the unlimited version!
Thanks
