What's going on?
Motorola for some reason decided to build android for armv7 rather than aarch64. It could have to do with saving a bit of space since having aarch64 requires having 32-bit libraries along with the 64-bit libraries, taking up more space. aarch64 has no real benefits other than being able to address >4GB of ram, which this device has only 3GB.

My friend's Moto G3(5.1.1) has about 800-900 MB free at boot, is this related to the Android 5.0's memory leak(which shouldn't be happening at boot). What's causing this ?

Even during a benchmark the phone chooses to stay on the core 1-4 which are the slow CPUs.
It's easy to change per cpu scheduler type and options with kernel tuning apps, but is the big.LITTLE flip threshold available within linux or is it unreachable in firmware?

You need to reflash the OS. What brand and model is this? Ive never done a car radio but the procedue must be similar to a phone.
Fly Audio model? and make first. is it quad or Octo core? Allwinner or MTK chips?
