I am from Algeria I have not received the update oreo for my xt1676. but other countries they receive .. is there a method to change my region to Australia or india to receive the last update ?

Flash other country firmware and update it using ADB fastboot as other it available on guide forum.

I want to update my note2 (GT-N7100) to 4.1.2 but until now I have not got the update OTA
my mobile region is AFR (Kenya) but I bought it from Syria which where I live right now !
is there anyway to force update to 4.1.2 faking the region or something ?
is Samsung racist with updates ?! so AFR update may not come

No need to faking
simply download any country 4.1.2 firmware from below said thread and install with Odin. Kenya already have 4.1.2

My grey import is AFR, which I believed to be united Arab Emirates (after I Googled it). I ended up flashing the French rom with help from Dr Ketan . I live in the UK btw... All working fine apart from slightly more battery drain.

I want something similar to ota update without resetting my things
and UAE got the update so if AFR is referring to UAE I should get the update, anyway am not sure it's for kenya but it's what I got from http://samsung-updates.com

Can I update manually with Odin the version of KitKat from France to use in Thailand or you would advice me to wait until the Thai version is here ?

You can flash the France version while you wait till Thailand gets the official release.No harm.
Download it from https://mega.co.nz/#!2QRmCbyb!YkWs927BfvYxqL-vJiQHXkshqG3UtqHm4XIDbgLsEK0 ( NE1 France) instead of the slow speed of sammobile.It's zip file extract it you'll get the tar file.On odin select AP/PDA tab and choose this .tar file and flash.Good luck.

Only the thailand firmware version could work perfectly with your mobile sim
so i advice you to wait the kitkat update for your country to avoid this problem

That's not true , most of us who are running custom ROMs are running ROMS that are not based on our country's code,you dont expect a developer to make ROM for each country's stock firmware version. People here have flashed STOCK rom from other countries and using it without hiccups in their country ofcourse he can wait for the official firmware release for his country which no one knows when it would be released.

you will not receive ota update flashing a firmware from other brand. So at this point, why don't you flashed directly the PIE firmware??

August firmware are release only for India F models,not for FN model.I hawe FN

dont! every time i tried to flash an f firmware to an fn model it messed up the modem and the device had no signal at all
