As i know, any Qualcomm chip restrict band in software and can be unlocked. I did that in a Nexus 5 four years ago....

I've read about this in the past also, however i'm sure that it would be a matter of, it needing the physical hardware to do it.
If band 28 isn't listed in it's specs, it means there's no physical hardware for band 28, the case your speaking about the phone probably had the hardware and it was locked for whatever case.
I wish it was possible as i'm waiting on this phone myself, this phone is sold in Taiwan, the ones sold there have band 28 support as they use it, hard to track down sellers possible however whirlpool forums.
