why no updates come after flash with msm? (Bootloader locked)

I flashed the stock recovery and then relocked and then unlocked the bootloader and later when I was in the UI i managed to update to lates 1.28 with no problems at all.

What are my options? Should I just wait for the official firmware zip or can I just relock bootloader and then flash ota? Also, can I unlock a relocked bootloader? S-on btw

I have a Nexus 5x H790, the bootloader is locked (by mistake), can't access the system beacuse it's have bootloader version BHZ11m, baseband M8994F-2.6.22.0.56 and i can't flash bootloader, radio, etc.
It get stuck on google logo.
