[Q] Why does the KitKat update enable wifi tethering for WiFi models?

Lol what is happening? Why does the wifi version of the Nexus 7 have this???

Those have been there since day one.

Problems with wifi

I can't connect to any network seems that I have disabled the Wifi / Bluetooth connection (I have already flashed all ROMS and I have even used ADB to try to fix it).
Does anyone know a solution?

I try to tethering usb for my system.(usb 2)
but connection Continuous disconncet and connect
