Only thing I can think of is to remove the driver but, why would you not want Wi-Fi?

You'll want to remove the bcm4329.ko file. I forget where it is located. Give me a minute to find.
Yeah - delete bcm4329.ko from /system/lib/modules/bcm4329.ko. Back it up to your sdcard first.
You'll need root, but this will keep your wifi from working - however, I am not 100% sure it won't break anything else. More like 99% sure. Be sure someone else confirms this before you do so.
To restore your wifi, take the backup of bcm4329.ko on your sdcard, put it back in that directory listed above, and reboot.

that did it! thank you very much captainreynolds!

Doesn't want it for security issues

I am having to do the same thing for my kids for their phones. I have a Kyocera Milano, and an HTC evo shift. What is the file I need to remove to disable the wifi for those phones. Thanks a ton for the help, have been searching for hours how to do this. The bcm listed above is not on the kyocera phone.

You can try a different approach by using Avast! Security found in Play Store. It provides antivirus protection, it also has a firewall that you is customizable by app and type of access; Wifi, mobile, roaming. You can set up a pin number for security. This gives the flexibility of allowing some apps to use Wifi or not. Check it out as an alternative of no Wifi at all.
G2 using Mimicry 1.5.0

Thanks for the advice...will check it out this am.

Avast working great...Thanks!

[MOD] How to enable built-in wifi tethering

Things you will need:
1) rooted phone
2) root explorer app (paid)
3) sqlite editor (paid - root explorer will direct you to it)
*** Now that cm9 is available I wanted to update this posting to let you know that these instructions are for stock gingerbread as well as the custom gingerbread roms. Cm9 has this option natively and you won't need to do this on cm9. Just want to save anyone from having problems with cm9. Now if your on gingerbread, go for it. ***
Now go to this directory with root explorer:
/data/data/com.android.providers.settings/databases/settings.db
(You will have an option to open it with the internal viewer or SQLite editor, choose SQLite editor)
Select secure
Now locate tether_entitlement_check_state and change the value to 0 then save and reboot.
Now you can use the built in tethering without the pop-up saying that you don't have a tethering plan.
I hope this helps you guys out.
Disclaimer: As chrisd1a1 pointed out doing this is at your own risk as far as breaking your terms of service with at&t. I do not know if at&t can detect this or what the result will be if they do. I'm just throwing this out there as another option.

Yeah, it's working and working great!
Big fat thanks, dude!
Yeah it does work great. But I'm not sure if at&t can see it being used. I've used it on and off for about a month and had no problems with them. Glad it worked for you!

This is exactly why I'm using the ClockWorkMod app. I've already been kicked off my unlimited data plan once for "unauthorized tethering" and it was hell getting back on the plan. The loophole to do so is no longer available, so I really don't want to get kicked again.
I'll have to wait and see how it works out for others. But good job on showing us the way to enable it. Thumbs up!
If I'm not mistaken, the tether_entitlement_check_state will not be available in the database until first attempt enabling tethering.
interesting thread. moved to DEV as this could be handy for future development.
the only disclaimer I'll put in is that it's at your own risk if you break any terms of service from your carrier....

Chris

I've done this with my phone I only use the tethering maybe once a month and only for a short time. I do not know the effects of this with at&t but I figured I'd throw it out there as another option. Also I'm updating the op to state that.

I can't think of any reason why they wouldn't be able to detect it. It works the same way as it does on any other Android device.

Free your wifi hotspot from tmobiles lockout!!

after looking threw files on the new s3 i found a way to unlock your wifi from tmobile an there 14.99 fee for using data you already pay for
so to start you must be rooted
download Titanium Backup from market (free version is fine)
after you grant root access to Titanium Backup click all the oks an continue bottons uptop in the center click backup/restore button an scroll down till you see direct share manager 1.3.2click it then click backup (just incase somthign goes wrong) then go back an click Un-install in red it will ask are you sure just keep click yes it will ask two times then after that close out an you should be good to go
got this idea from a old s2 post just the file was a different name
Hope it works for everyone

I am not sure if the TreveMod is going to help. I have encountered your situation before where when you activate the wifi tether, everything looks good and dandy but the thing is it never broadcasts the SSID. I guess continue tweaking all the settings and let us know if you can get it working.

The wifi treve-mod is what bimmerdood has been testing with. This treve-mod doesn't seem to work on 2013 smartphones. It may appear that the mod works because it will attempt to start a wifi tether session on your phone but it doesn't broadcast the SSID of your phone to say your laptop or tablet to connect to.

OK, using the Wifi Tether - TrevE Mod - Auto model....
Everything seems to work except setting ad-hoc mode. Data is working but wifi not visible.
Let me play around with it a little more.
I know it's been said already but it seems something - whether in wpa_supplicant or F/W - is blocking ad-hoc mode.
I'm going to keep poking around in the time I have left today.
Well, not sure if this is progress.

What exactly is happening when you start tethering ?
Are you getting "error" or you can start tethering but no data is transfered from your device ?
My post solves the "error" problem as described here
https://code.google.com/p/android/issues/detail?id=62516
Other posts here indicate that in some cases tethering won't work if you don't have a plan for it.
Anyhow there is a fix for this issue too. search the forum.

Depending on what I try I either get a screen that is forever asking me to "Please wait while starting..." or I get the error like wpsantennas where it tells me "Couldn't install file-data/data/com.googlecode.android.wifi.tether/bin/tether!"
It will tell me my phone is in an "unknown state" if I try to stop and restart the tethering process.

100% stock rooted, debloated.
Im trying to get the native tether with security check bypassed.. i found the code but of course when i debloated i dont have the files, so i got to wait 3 hours to dl the rom with the file ..ugh useing th previous rom files i can get it to launch and run, and show up but going into settings crashes settings
I'm stock rooted except running ObOne kernel. Didn't think the kernel was the problem but didn't run tether on 4.3 before flashing the new kernel. When I ran into the tether problems I wasn't debloated but since then I've dumped some stuff.
Based on the error messages it seems as if the app can't write to the directory but have no clue why. Tried OpenGarden and it had the same errors.

I decided to check out the sprint forums for the one, and the exact same thing happened to them when they got 4.3 . It seems it was hit or miss with the tether apps. and it seemed that a reasonable fix was to use native tether with security bypassed. The person who modded the one tether app that we are having problems with seems to be MIA
Workaround
All,
I believe i found a viable workaround
