Really, it depends on the features you want / need. Whether you would like to stick with HTC (Sense), or are ready to switch etc. There are a lot of options out there for 18-19K (Some may go to 20)
- Galaxy S1
- Nexus S
- Xperia Ray
- Neo V
Sadly, no HTC's though. You will have to up your budget to 21K to get the Desire S. (Or 15K for the ChaCha / Salsa)

I think, for the two reasons you have listed, all are pretty similar, whichever way you look at it. All of them are 1 (Galaxy S OC'ed to 1.4)GHz phones with a dedicated GPU chip (Galaxy S Plus and Neo V have the same chipset), and, all them should be upgradeable to ICS (Nexus S will definitely be getting an official update, SE has said all of their 2011 phones will get an official update. For the others, even if they don't receive an official update, they should be powerful enough to get custom ROMs atleast)
If you like modding your phone, rooting, custom ROMs and that stuff, then I would say, go for the Nexus S, which has the strongest dev community. Else, as I said before, they are pretty much balanced.

Samsung is going to update galaxy pocket with ics and not galaxy y.
Mini has even less specs than y so it would be better if you choose ace or stick to Y.

Get a phone which suits you,
Go to a store test drive all 3 phones and find out what suits you

Dont know about tipo - but the only thing mini has to boast in front of y is more development other than that its too old a phone to get now ! Galaxy y even beats it in benchmarks - now that should give you an idea of how pathetic mini is

Yup east to west Y is best!!
But armv6 is little bit old....or too old..
Only unity armv7 games can be port but unity new release v4.0 and it doesn't support armv6 this show the End of armv6 is coming even world end is coming (21/12/12...lol)

I would suggest u to buy HTC explorer 7900 rs in india
before buying a new device check its development on xda
htc explorer got cm10 already and is stable for daily use
xperia tipo , htc desire c no dev supports yet ...................go for explorer
One thing more mmx a110 nd a100 both are going to get official jellybean update from micromax

No. I mean Samsung did not release any firmware for the public, i.e. nothing on Sammobile and no physical file to restore the phone.
They have one source code and there seems to be no dev among the owners.

I'll tell you why, because xda has no newbs anymore, it only has noobs. A total NO! Since Ace 2 is ARMV7 and has Dual-Core 800Mhz processor with different display and so on. While Gio is ARMV6 And has single core 800 Mhz processor! If it was even possible it would take a lot of time to make it boot fix big issues!
Can be possible but requires an hard smali work to complete this

Hello XDA mates, i want to ask you canany body port stock Samsung galaxy core plus rom to our hercules, because it is the version with android 4.2 so atleast we have got something new..... the main problem with AOSP rom is that they doesnt not play many video formats and asusual Mp4 restarting issue.
Q) And one something why can't anybody put plugins with AOSP or cyanogen rom?

Yeah but it is possible, like before I have HTC Desire HD with stock stock 2.3 Gingerbread but someone port desire x 4.0 rom with sense 4.0 and ot is as stable as stock and even I use galaxy s2 rom on desirehd, so it is possible to port higher stock from other phone to this phone
