Take a look through my SkyHigh ROM thread. I think I might have your CSC as an Aroma install option. This is what I believe you need.
A CSC changer app might also help (root also required) but will wipe your data.
Having the correct CSC should enable the options in device settings, as well as automatically settings your APN & MMS
Edit: just checked my ROM. Your CSC isn't listed but Singapore might work for you. Just guessing though.

Settings > Connections > More Networks > Mobile Networks > Network Modes
Check if 'LTE/WCDMA/GSM' is checked.

I know that, but my device does not have LTE option to choose. This is regional locked by software becouse the devices for our country didn't need LTE until now.

Yes i have the exact same question,,, can we do this?? because non of the custom roms are supporting 4G even after manually updating the apns... any idea please?
i think you have to mess with the processor NV value or something. There is a unlock LTE bands thread here somewhere. It only unlocks LTE bands for Qualcomm based phones.Doesn't not add new bands that were not there to begin with but just unlocks them.LTE Apn's won't work unless the band is avaliable, you will just get HSPA or HSPA+.Note 4 snapdragon does have band 3 support, so you're in luck but the process is very risky as it involves editing the heart of your device.I was about to do it but it was too risky lol.Lots of people have had success with the unlocking, notiably Samsung users.

[I747M] Change CSC

Hello everybody,
I have a samsung I747M from Canada. I'm french and I'm using it here.
Data connexions are only in EDGE (the same as 2G). I want to have 3G data connexions. All the settings in the NPA are good.
I think the problem come from the CSC which is still the one attached to Canada (BMC).
All the firmwares are for Canada. I want to change the CSC (BMC now) to XEF (the one for France).
Does someone have an idea to fix this situation ?
Thank you and Merry Christmas !
PS : Sorry for my english...
You might have to carrier network unlock the phone.
Does the i747m support the carrier's 3g frequencies?

Thank you for your answer but my phone is already unlocked.
I'm using it in France with a local operator (Bouygues). Data connexions are only in 2G and not in 3G.
I think if I will change the CSC it will be good

I've checked and it works in 3G
I don't think it is a firmware problem because I took my s3 to London a couple of years ago. It was running stock bell firmware, network unlocked, and I was able to get 3G data connections without doing anything to the stock rom. Changing the Csc should not make a difference.

Which part of the firmware influences cellular signal quality?

is it the CP or the CSC? I have a korean 'N' S9 but I live in a country that gets the International 'F' devices, and my data network speed is garbage compared to the local samsung devices, and I was wondering whether this was a firmware issue or a hardware issue (as in the components in the korean version are somewhat different).

radio firmware and band selection found not within firmware, rather its located in the service menu. *#2263#
BEWARE tho. There are things in that menu that if you eff them up, theyre no un-effing them up
Hello I have a similar issue :
I bought a SM-G960U to use in a country where we normaly use the 960F version..... The caracteristics of both phone are similar for GSM/UMTS/LTE and should be compatible, but my G960U has a very poor signal reception, and a very bad speed for LTE/4G
Is It possible to flash the G960U with a 960F ROM ? Will It improve something ?

well, technically..... its possible, but for the sake of conversation, no. You cant flash a F ROM on a U device. The issue youre having is due to the LTE bands enabled on the phone. The only way to change those is with the service menu, which i do not know how to navigate on this phone. To get to the service menu, go to the dialer and enter *#2263# and itll bring up the service menu which is only navigable with the keypad. It should show you a menu with corresponding numbers, but DO NOT MESS AROUND IN THERE!!!
You have been warned, and im not kidding. If you mess stuff in that menu, it could be permanent and could brick your phone
OK, thanks for your advice .....
*#2263# doesn't work for me, but with *#0011# I can access to the "service mode" ... Is it the same than "service menu" you were talking about ?
I've found some informations here (sorry it's in french, and the video in spanish)
https://lafibre.info/4g/forcer-samsung-freq/
The problem is that to accesds the menu : the step 3 doesn'nt work (type Q and after 0000 ) the menu doesn't open in my phone
