What can I do? Actually it has LineageOS 13 without detecting the SimCard.

H815 (any model) does not have ARB firmwares. The fact that you have ARB 2 is coming from the use of QFIL (see FAQ #23). The reason why you can not read the SIM card is explained in the same FAQ.
So you have blown the ARB. Your only chance is that you have (still) a non-fusing device.
you NEED to flash a stock ROM to find out if thats the case:
Flash e.g. Nougat and choose FULL Nougat ROM for any(!!) device model which has ARB 0 or higher (ARB 0,1,2,3,4,5,6....1000):

Ok so you have a fusing device now as thought already.
Otherwise you would see non fusing in the ARB definition (e.g here https://forum.xda-developers.com/attachment.php?attachmentid=4221581&d=1500878749 )
So you're lost like it is now. The things described in the above FAQ happened and so no cell service. Maybe one day... if I mean IF the lafsploit v2 will come for the g4 (I still don't believe though) you could try that but no one knows WHEN this come or IF.

Baseband is the important part of the Firmware. As you say that they have different basebands. So which baseband version (RETASIA or RETAIL) is for Indian Moto Z Play?
Nobody is telling the exact difference between RETASIA, RETIN and RETAIL versions of Firmwares for Moto Z Play.

Yeah it's typo
There is nothing RETIN like thing .... RET means retail and IN means India
You will only find two firmwares RETAIL and RETASIA
I've tested both ...and works fine ...on both ROM you will get OTA update

Why my Moto Z Play become bit laggy after unlocking my bootloader? I am on stock Indian Nougat 7.0 ROM (latest updated March security patch) and have installed twrp recovery and Magisk Systemless root v12 without messing any system file/partition. Mobile seems little laggy/jerky sometimes in settings and apps. This problem was not before the unlocking bootloader and installing twrp recovery and Magisk systemless Root. I have also factory reset the mobile and also wipe the Dalvik cache, cache and Data through twrp recovery. But I didn't get any improvement then I reflash stock nougat rom. But the problem of laggyness/jerkyness still existed. What should I do? Any fix or any suggestion?

Have tried flashing stock ROM with stock recovery ?

I haven't tested 7 ( nougat ) from this link ...so i suggest you to flash 6 (mm) and get nougat through OTA

Q1. Yes I have installed the stock Nougat Rom (RETAIL version) with stock recovery but I still get laggy experince some times especially with jerky/laggy status bar and toggles.
Q2. And also please tell me that during installing stock nougat ROM, should I completely install all the files in zip like bootloader and modem files etc or just install system files, recovery,boot.img, without touching any modem files & bootloader?
Q3. Currently I am on stock nougat 7.0 Indian Rom, so please tell me 100% accurate safe method (adb commands) to install RETAIL nougat stock Rom.

Hey, Mate, I got lags on stock nougat even without root and twrp.
I really doubt that systemless root is to blame here, and definitely not TWRP, since there is no possible way it can affect system performance.

I have edited the build.prop to enable the miracast by removing just the # from the line and also edit hosts by adaway. Can it effect?

So, as I understand. This phone works similarly in the way the Moto G did in the sense that the Firmware and the actual ROM are seperate?
firmware controlling things in the background and the ROM being front and center?
Theoretically speaking, I could run Lineage 14.1 with HTC MM Firmware AND Nougat firmware? (Obviously not at the same time)
Only reason I ask is I come from a G3 which requires TWRP and all roms to be "Bumped" so things are a bit different (No bootloader unlock)

If you read the LOS installation instructions you see that it support both MM and N. Supported firmware depends on the rom, though many roms will ask you during installation which firmware you're running and support both.

Nougat firmware could have more advanced radios for improved signal.
A caution: don't mix Marshmallow and Nougat firmware bits, such as aboot.
I did that and ruined a perfectly good Ten.

The Nougat update gave a performance boost.
And staying up to date with firmware is always a good idea. Google is releasing monthly security updates now.

1) DOWNLOAD FIRMWARE AND DEV PATCHED LGUP
* Download Oreo KDZ you wish to install -- for bootloader unlock would be this CIS 20d. You can update to more current firmware AFTER unlocking bootloader on early Oreo.
* DOWNLOAD THIS DUAL VERSION OF DEV PATCHED LGUP, made by @tecknight:

2) INSTALL DEV PATCHED LGUP
0. Uninstall any prior LGUP you have. Uninstall anything like Uppercut, which no longer works and causes conflicts with this Dev Patched LGUP.
1. Extract LGUP_DualMode.zip to a folder on your PC.

Follow the prompts to complete the install.

1) Go into download mode (power off completely, then hold volume up button while plugging in USB cable)
2) open patched LGUP and flash OREO KDZ to DL PARTITION mode. In the pop up box "Select All". Use the attached patched LGUP in this post.
You can also use REFURBISH mode, if you wish.
3) Master Reset (post 101 of Frankenstein thread)
5) DONE.
It's fairly easy. Most people breeze right through this. But if you have any problems, go through this list:
Make sure you in download mode BEFORE opening the patched LGUP file.
This is at the top of the list as some people forget to do that. The remainder are in no particular order. If that doesn't work,
Try different USB port,
Try different USB cable,
Try different computer.
Reinstall LG mobile drivers on your PC.
Reinstall dev patched LGUP again, making sure the files are placed where they need to go (LG Electronics folder, etc).
REBOOT THE COMPUTER.

IF you are using this for bootloader unlock purposes, then you probably want DL PARTITION mode and choose all partitions.
NOTE: @crubbish says he unlocked his bootloader on his H930DS using THIS Oreo. He says he did not flash the European open market H930. While the H930 Oreo KDZ will give H930DS users dual SIM functionality (at least a dozen users who unlocked their bootloaders and rooted say so) -- this definitely will also, as it's an H930DS Oreo KDZ.
I am only posting it due to @crubbish's statements. You can use this Oreo KDZ, and have fastboot flash commands which allow you to unlock your bootloader, install TWRP and root using the new_unlock.bin code from the WTF thread.
It's an alternative to the H930 Oreo KDZ in the instructions in that thread.

Issues with what?
This is stock LG Oreo KDZ from LG for CIS region H930DS.
The only reason you would use this would be to upgrade any H930DS from Nougat to Oreo (but you can also do that with European H930 Oreo KDZ) and/or to get fastboot commands to bootloader unlock, install TWRP and root any H930DS (which you can also do with European H930 Oreo KDZ).
Both will still give any H930DS the dual SIM functionality.
This is just an alternative KDZ for anyone who wants to use it. Some H930DS users don't trust single SIM KDZ, even though we've shown dual SIM functionality remains.
I dont know if im talking sensible or not but please tell me this rom for cis regions will work with indian lg v30+ variant and any issues in this rom beside jio volte not working.

EDIT: If you want India Oreo KDZ with pre-July 2018 firmware so you can unlock bootloader, use this. Then after bootloader unlock you can safely update to latest India firmware. That will also give you Jio VoLTE.

Yes, it will work for India H930DS V30+, except for Jio VoLTE (which is Jio fault).
It will also give you the same bootloader unlock capabilities (fastboot flash commands) as the European H930 Oreo KDZ, from what @crubbish says.
Just checked in the G6 forum and i heard that H870DS version has started its oreo roll out in Asia Pacific region, finally..
means, H930DS' turn will be next, just wait..
But, my question is, if we have updated using the LGUP, (no root etc) and some day there is an OTA update from the LG server, can we still see the notification and download the update over the air just like normal? It should be able, right?

No. It's just LG stock Oreo for H939DS.
It has no advantages over any other H930DS Oreo KDZ (like Hong Kong).
I mean, if someone wants to create a full stock flashable zipped ROM, feel free. But when people do stock-based ROM they usually take stuff out or still make changes.
Edited to include information on July 2018 and later security patches.

H930DS20d_00_OPEN_CIS_DS_OP_0526.kdz. Flash with LGUP attached to post #1. This is one V30/V30+ firmwares that have the necessary fastboot flash commands to unlock your bootloader, install TWRP and root with the WTF method.
Safe to flash if you have not yet unlocked your bootloader, as it has May 2018 security update, not yet the July 2018 security update (which will reportedly block the bootloader unlock exploit). You can tell by the date in file name 5/26 (2018) -- not when it was actually released to the public (early June 2018).
Previous firmware was H930DS20c_00_OPEN_CIS_DS_OP_0419.kdz, which was finalized on 4/19 (2018), even though it was released in early May 2018.
Any firmware updates with July 2018 dates or later, do NOT use until you have unlocked your bootloader!
If you have unlocked your bootloader, you can flash any firmware update and your bootloader will remain unlocked.

What does that sound like? Fixing the LG Oreo bootloader unlock exploit, where ANY unlock.bin command (even one for a Huawei phone) will unlock the bootloader, even if it says it FAILS?
Yes, @TxanMoe then created his own new_unlock.bin code which does not give a "FAIL" notice, and I also experimented with an "official" LG Developer website bootloader unlock code on one of my eBay LS998 V30+ which I converted to US998 V30+. It succeeded, but should not have since it was for a open market V30 with another IMEI and DeviceID. The current LG Oreo exploit something so wonderful you can only dream about it. But it's real. And it sounds like LG and Qualcomm are rushing to close it.
But anyone who ever wants root should unlock their bootloader now or risk forever that door being closed.

k, I've read that h930 fw can be flashed on h930ds, for being able to use fastboot etc pp. but: how about the other way? flashing h930ds hk/ind/cis on h930 eu open?
it's 128gb for the h930ds vs. 64gb for the h930, so gpt shouldn't be flashed i assume would be interesting, just because of freakin' volte sh¡t...

If you install via upgrade it'll wipe your TWRP. Best to DL PARTITION, but Uncheck the recovery partitions. That will keep TWRP custom recovery. Boot to TWRP, flash those three files. With TWRP backup and Titanium Backup you can restore all data and apps.

But just flashing this will give you Oreo with India Jio VoLTE, even without bootloader unlock and root.

INSTRUCTIONS FOR FLASHING
1) Go into download mode (power off completely, then hold volume up button while plugging in USB cable)
2) open patched LGUP and flash THIS ROM to VIA UPGRADE.
It's fairly easy. Most people breeze right through this. But if you have any problems, go through this list:
Make sure you in download mode BEFORE opening the patched LGUP file.
This is at the top of the list as some people forget to do that. The remainder are in no particular order. If that doesn't work,
Try different USB port,
Try different USB cable,
Try different computer.
Reinstall LG mobile drivers.
Reinstall dev patched LGUP again, making sure the files are placed where they need to go (LG Electronics folder, etc).
Reboot the computer.
If you ask for help, that's the list of items we are going to give you anyway.
IF FOR SOME REASON, YOU CANNOT FLASH VIA UPGRADE, then use "DL PARTITION" METHOD:
1) Go into download mode (power off completely, then hold volume up button while plugging in USB cable)
2) open patched LGUP and flash THIS ROM to DL PARTITION. In the pop up box "Select All". Use the attached patched LGUP in this post.
5) DONE.
UPGRADE method lets you keep you data, apps while DL PARTITION METHOD will wipe everything.

Not necessary, but putting this next item here just so you know... IF for some reason your phone is acting wonky, usually a Master Reset will fix it. No need to reflash anything, but this procedure below does wipe all data. It will give you "factory fresh" setup on the new KDZ. We use this on purpose over in the Frankenstein thread for US998, but is not usually necessary for this simple Oreo H930DS upgrade to another region H930DS.
MASTER RESET
With your device powered off, press and hold the Power button and Volume Down buttons simultaneously for a few seconds.
When the LG logo appears, quickly release and then re-hold the Power button while keep holding the Volume Down button.
Let go of the buttons when the onscreen menu appears.
When you see the option to Delete all user data (including LG and carrier apps) and reset all settings message prompt, press the Volume Down button to highlight Yes.
Then press the Power button to reset the device.
Wait until the reset is complete then reboot your device. If it’s able to boot up successfully, proceed with the initial setup.

Software version says V20b-IND-XX and there is also a LG Service India app preinstalled in this firmware (very surprising to find this on Philippines firmware). Maybe same development team making firmware for India and Philippines, not sure.

Yes, if you just want to install this, then you flash the KDA with the dev patched LGUP attached to post #1. You would be on the Oreo PHL KDZ which has India VoLTE.
That would be the first step anyway for bootloader unlock and root. But you can stop there if you wish.
To then unlock the bootloader you would just use the WTF method and flash the "fake" bootloader unlock command in ADB. Your bootloader would be unlocked, and you could install TWRP and then in TWRP flash Magisk.
But again, you can just stop after upgrading to this Oreo and not do the other steps.

That verbiage by @padmanek is copied from all my other threads where I supply KDZ and I kept it. He was explaining why the dev patched LGUP is sometimes not necessary... But for this thread I only supplied the dev patched LGUP he gave us (not the weaker one), to make sure it works. It's the most powerful version of LGUP. Why use any other? Bi removed that wording since it was confusing you for some reason...
I think you guys are trying to make it too hard. This is the exact same method everyone uses for the past few months to upgrade to Oreo from another region. Australian and even Indian H930DS who upgraded to other versions used this method (even before bootloader unlock and root was available). The DIFFERENCE is this PHL OREO has India VoLTE. It's been proven.
But this is not some new process or difficult at all. You're just using LGUP to upgrade to newer KDZ.
Does any one from India owing the 930ds knows how to cook a rom and can convert this one to a twrp flashable zip file?

From this point, then people can even bootloader unlock and root (and still have Jio VoLTE)
Or they can just have Oreo for India H930DS with the new AI camera and be content with that.

There are some permanent bricks, however that even selective DL PARTITION can't fix.

I just got my hands on my H930DS international unlocked version. It got a couple of software updates and now it runs Oreo with software version V20d-SEA-XX. So do I follow the mentioned steps for the UPGRADE method ? Because I would prefer not having to go through a wipe and then having to reinstall all my apps and setting my OS. A little detailed instructions for what I must be doing to just successfully flash the Philippines ROM is what I need . Thanks a bunch in advance.

First of all I'm not a pro, so do it with your own risk. But, I knew few things since I've changed my Rom back and forth using ID ROM, EU, CN, and many others Custom Rom.
In response of ur questions:
1 & 3. I recommend using Mi Flash Tool. Download the tool, and the required ROM (the FASTBOOT one, since you want to use the ID ROM, there's only 12.5.6 version for the FASTBOOT Rom) using the thread link provided by @bonerserk follow the instructions CAREFULLY.
2. Didn't know the answer.
4. It depends on ur needs. If you just want to remove the Chinese Bloatware, then the Global Rom is suitable since it has less Chinese bloatware.

If I Try and stuck due to Anti Rollback then there is no solution available as of now.

Without using Custom Kernel and any other tweek, EU is the best for Battery Life. Try using EU MIUI 13 A12, its quite good for daily use.

Yes I've unlocked my phone, probably a week after I bought my F3 phone.
Probably I was wrong, but I don't believe you can change Rom (Stock or Custom) without unlocking ur phone.
EU has MIUI Dialer.

No, please do not flash (even Stock Rom with different region) with Miflash tool without unlocking ur Bootloader. I really don't think u can do that.

xiaomi.EU rom is a custom rom based on miui, so you need to unlock bootloader to install it and it didnt use miflash official tool to flash
But I have watched lots of videos where people change Xiaomi ROM with the different regions such as Global to EU, Indonesia, China with the locked bootloaders - for Only Mi11X not able to find any Source
