Hi,
The title says it all.. they are not working.. I am using ARHD with stock kernel.. each of them reset the values to default on waking up, reboot, or randomly, or an app pushes the on demand limit..
What I want to do is to limit the clocks to 640 ( or 10000 at least) on daily use..

This is a known issue with Tegra 3. At some low level, those values are governed by the CPU. Whatever you set them to, doesn't stick. Only governor and IO Scheduler sticks.
However, this doesn't mean that your CPUs work at the maximum possible frequency all the time. The Tegra architecture manages the CPU frequencies and you see a distribution of times at different frequencies.

EDIT: There is one thing you can do. Using SetCPU, under Advanced tab, you will see Powersave Bias (0-1000). Set to 0 on mine. If you set it to 400, your CPU will never go above 1000-1100 depending on how many CPUs are online. I am not sure if this will stick though. If you test it, let us know.

[Q] Questions about Benchmarks and Performance

Well, first off I'm using a Galaxy S3 L710 with the AOKP 4.2.1 ROM and the KT747 Kernel. My processor's Max is set to 1809MHz and Min is set to 486, with all the voltages lowered to safe levels. I am using ktoonservative as my Governor and BFQ as my I/O Scheduler with the values altered to the values shared by mw86 and freecharlesmanson in the Kernelizers thread about extending battery life.
Now I ran a benchmark with no apps running in the background and here are the results:

Apparently, some are achieving scores of 9000-10000 but mine is right in the mid 6000s. Could someone share some advice on choosing a Governor/IO Scheduler and also the various variables that will help with performance/fluidity yet also keep battery life at a decent level?
I'd appreciate any advice or suggestions.
Well I switched my IO Scheduler to CFQ and my Governor to SmartAssV2 and my Benchmark Score jumped up to 8200, still not as high as some though. Is there a better Governor I could use? Are there any recommended settings/values for the SmartAssV2 Governor?
I noticed my graphics were a lot smoother during the benchmark too.

I understand that benchmarks aren't everything, but I would not say they mean NOTHING. You wouldn't buy a piece of PC hardware if the benchmarks for it were crap, would you?
Anyway, I switched Governors to Performance and my IO Scheduler to CFQ and here are my current results:
The phone runs much smoother, I'm just hoping my battery doesn't die in 2 minutes.

Script details :
This script basically tells the phone what CPU Governor use while the screen is on either ON state or OFF state. So, you can now choose two different governors to rule your phone when you're using it and when you're not.
The script also provides some tweaks to each governor to make it more battery saving when the screen is OFF, and more responsive when the screen is ON. I've simply made some changes to make it compatible with our Galaxy Young.
Requirements :
A rooted phone
A kernel with init.d support
Busybox installed
Installation :
Do a backup of your phone, in case of a bootloop or something else - optional
Download the attached zip and put it in your SDcard
Install the zip through your recovery
Reboot your phone
How to change default governors :
Using Root Explorer (or a text editor from your computer), go to system/etc/init.d and open S98governor_scaling. Then, navigate to the line where it says : "Selection of Awake Governors:" and delete the # symbol of the desired "governor". If the governor you use isn't on the list, please add the exact name in between of " " and remove the # at the beginning of it.
The same procedure should apply for the Sleep Governor (see the screenshot below).

Default chosen governors are : SmartassV2 (when the screen is ON) and Conservative (when the screen is OFF)
